The Strategic Plan “Expanding the Toolbox: The Whole-of-Government Response to Homelessness” shares the US Interagency Council on Homelessness (USICH) strategies to increase self-sufficiency and to dramatically reduce homelessness.
Washington, DC – October 19, 2020 On Monday, John P. Pallasch USICH Chair and assistant secretary for employment and training and, Dr. Robert G. Marbut Jr. USICH Executive Director will lead a national question and answer session. The national conversation will lay out USICH strategy to respond to the homelessness crisis that has devastated residents of many of the nation’s major cities.

WHY: USICH is releasing the strategic plan because the status quo is not working. Overall homelessness has increased dramatically, and unsheltered homelessness increased 20.5 percent from 175,399 in 2014 to 211,293 in 2019. Expanding the Toolbox considers the national crisis of homelessness beyond a sole issue of housing and instead focuses on the root causes of homelessness for each individual and family experiencing homelessness. Expanding the Toolbox is a major strategic change in direction on how to address the serious issue of homelessness in America.

John P. Pallasch - Assistant Secretary of Labor for Employment and Training, and USICH Chair
John P. Pallasch was confirmed as the Assistant Secretary for Employment and Training on July 11, 2019 and was sworn in by Acting Secretary of Labor Patrick Pizzella on July 24, 2019.
On December 10, 2019 Assistant Secretary Pallasch was elected as Chair of the US Interagency Council on Homelessness by a unanimous vote of the Council.
Assistant Secretary Pallasch's appointment marks his return to the U.S. Department of Labor, where he previously served as Special Assistant to the Assistant Secretary for Administration and Management and Deputy Assistant Secretary in the Mine Safety and Health Administration (MSHA). As Deputy Assistant Secretary, Pallasch was responsible for leading MSHA's operations, enforcement, regulations, and program evaluation.
Pallasch most recently served as the Executive Director of the Kentucky Department of Labor's Office of Employment and Training where he led initiatives to improve outcomes for workforce education programs, increase accountability and performance of the unemployment insurance program, and consolidate job training and workforce programs in a single cabinet agency.
An Illinois native, Pallasch earned a Bachelor of Science degree from The Ohio State University and a Juris Doctor from Pepperdine University School of Law.
Dr. Robert G. Marbut Jr. - Executive Director of U.S. Interagency Council on Homelessness
Dr. Robert G. Marbut Jr. was designated by the White House to be the Executive Director of the US Interagency Council on Homelessness (USICH) November 27, 2019 and was confirmed on December 12, 2020. As the USICH Director, Dr. Marbut has led the effort to change the way the federal government addresses the homelessness, has chaired the Federal COVID-19 Homelessness Taskforce and led the federal SARS-CoV-2 mitigation and containment efforts throughout the USA.
Dr. Marbut has visited a total of 1,058 homelessness service operations in 43 states, plus Washington, DC and Mexico, DF. Since the onset of the COVID-19 pandemic, he has visited 100s of communities and homelessness service operations, and met with hundreds of local officials, public health workers and emergency authorities within hot zones in 27 states in order to contain and mitigate the SARS-CoV-2 virus within the community of homelessness. The USICH mission has been to save lives and do not crash the emergency medical system.
Dr. Robert Marbut has worked on issues of homelessness for more than four decades: first as a volunteer, then as chief of staff to San Antonio Mayor Henry Cisneros, next as a White House Fellow to President H.W. Bush (41, the Father), later as a San Antonio City Councilperson - Mayor-Pro-Tem and as the Founding President & CEO of Haven for Hope for five years (the most comprehensive homeless transformational center in the USA).
He earned a Ph.D. from The University of Texas at Austin, Austin, Texas in International Relations (with an emphasis in international terrorism and Wahhabism). He also has two Master of Arts degrees, one in Government from The University of Texas at Austin and one in Criminal Justice from the Claremont Graduate University (affiliated with the Peter Drucker School). His Bachelor of Arts is a Full Triple Major in Economics, Political Science and Psychology from Claremont McKenna College. He also earned an Aviation Technology Level 1 Certificate from Palo Alto College.
Dr. Marbut has completed three post-graduate fellowships: White House Fellowship, CORO Fellowship of Public and Urban Affairs and TEACH Fellowship in the Kingdom of Bahrain and the State of Qatar. He was also a member of the Secretary of Defense’s Joint Civilian Orientation Conference (JCOC-63) 2000 class which focused on Special Operations.
